On December 3,2010, Dong Lin, a British Chinese, contacted us through the Chinaflag website. He delivered a speech on 20 principles for designing national flags at the 22nd International Congress of Vexillology held in Deutsches Historishes Museum. He introduced the International Congress of Vexillology to us and hoped that we could participate in the congress and bid for it. After many efforts, in 2003, Chinese scholars attended the International Congress of Vexillology for the first time and delivered a speech.

In 2003, Xinfeng Zhao went to the Netherlands to attend the 25th International Congress of Vexillology and delivered a speech titled “Preliminary Exploration of Chinese Flag Culture”, which expressed this view to the world for the first time. At the congress, Xinfeng Zhao expressed to the organizers the idea of bidding for and hosting the World Banner Conference in China. The answer he got was: China does not have a research institution for banner studies, not a member of the International Federation of Vexillological Associations. Thus, China cannot bid for the conference.
Positive progress was made at the 26th congress in 2015 and the 27th congress in 2017. During the 2017 North American Congress of Vexillology, the organizers of the congress expressed their positive support for Xinfeng Zhao’s bid to hold the 30th International Congress of Vexillology in Beijing in 2023.
With the support of experts and scholars in the Chinese flag field, Xinfeng Zhao established the Vexillological Research Center of China in Beijing on March 23, 2019. The first China Vexillology seminar was held. Since then, China has a flag academic research institution, which has opened a new era of dialogue with the world.
